Even the US won't be able to capture all LEO sats. You need something like the shuttle which has a big enough cargo bay, and mechanical arm. However, shuttle's orbit is pretty low, and it can't reach many LEO sats in the higher orbits. For MEO, HEO, GEO they are just two far. It will take about 5 years for NASA to build something like that.
