The magnitude of coriolis force is so small that it is virtually non effective. Tub vortex was generated as a result of the conservation of circulation (Kelvin's circulation theorem). Water simply spirals down the sink the way it went into the sink. While the area containg the fluid getting smaller and smaller, fluid's angular velocity increases.
