It's kid of interesting and fundamental. Without corruption, would there be a kick-off of the economy in China and India? With the corruption, will the growth be sustainable?
I am the one among a few neighbors who have not reconstructing the basement for renting. It is illegal by law to renovate the basement with shower and cooking facilities. Then I asked a constructor about how to get a permit for this purpose. The answer was to give some money to someone who is in charge. I was told that it has been a common practice. Now I see more kids playing on backyards than ever before.
This might be a solution to the shortage of affordable housing by corruption.
