I think I have some saying in this matter.

回答: 你的意思是外国人可以提提案,但只有美国公民才能联署? 由 2012 于 2013-05-15, 02:40:19:

I posted here regarding petition and citizenship. As I pointed out in an other post that the White House online petition page is called "We the People" which is a direct quote from the Preamble of the United States Constitution, "We the People of the United States." The page is meant to be citizen engagement as the White House blog pointed out and referred creating and signing a petition as such. Obviously it can be interpreted as for the people of the United States as typical petitions related to policies and politics such as write in candidates in elections requires citizenship. The strict interpretation of this may be challenged at court. As for now, the White House has not clarify about its intention, and certainly one can follow the interpretation by US Consulate. It is how a regulation should be interpreted, and I do not consider FZZ did anything wrong here. He provided his interpretation similar to mine.
