This is a very good policy to introduce teh broad band access technology to ordinary internet users. Subscribers in SH may have higher income than subscribers in NJ, so the rate is higher in SH. Another reason could be that market penetration of DSL in SH is deeper so 上海电信 can charge a bit more without causing problem to customer retention. But at RMB140/month they are definitely losing money in the residential market.
