signal to some people, but you can't say they made or spreaded rumor becasue they didn't.
BTW I am all for the government not to reveal everything to general public unless it is absolutely necessary(will require a judgment call) because it is rare that one can have the ability to properly handle the complete truth and to make a sound judgment based it.
