I enter HK using my HK Id card, but if I go to shenzhen, I have to apply for visa. I can certainly request the US consulates to help. What 湖南土著 talked about only applies to Chinese nationals in HK, which may include some people who were granted British citizenship, not oversea nationals, in the 90s. However, to many others who are not Chinese nationals, that rules does not apply.
