entropy is an emergent phenomenon, and not necessarily hold all the time especially on small scales. something more fundamental is the driving force. Verlinde went the in the opposite direction.

from holistic point of view, they (entropic phenomena and the drivinf force) must be consistent. therefore, it might be ok to choose entropy as the starting point.
