Althought voice is the major traffic on telephone network, they are not analog, in fact, major trunks are all fibre, not copper, how can they carry analog signals? The real difference between IP and telephone network is that, the telephone networks are well controled, and managed by service providers, on the other hand, IP is not comparing to the telephone infrastructure. Besides, the telephone network is very different from IP because the signaling path and data path are seperated in telephone network, which is called SS7.

If you know anything about IP, you should know IP is not efficient as SS7 in terms of resource consumtion, and certainly not faster. In fact, many internet backbone are carried by truck layout by telephone companies like AT&T. Be sure you know the subject, you don't want to make a fool of yourself.
