是不是谈判中有“搁置争议”？日本人说从来就没有，而中国人是一贯撒谎，you figure。

至于《波茨坦公告》，没有说日本要归还所有霸占的领土，而是说，“开罗宣言之条件必将实施“。而《开罗宣言》说的是，
